New York CNN —Airbnb is banning the use of indoor security cameras in listings globally, the short-term rental platform announced Monday. Indoor security cameras, however, were never allowed in spaces like sleeping areas and bathrooms. Hosts who do currently have indoor security cameras have until April 30 to remove them. Outdoor security cameras, such as doorbell cameras, will continue to be permitted in Airbnb. The use of indoor security cameras in Airbnb listings has long drawn frustration from travelers using the platform.

The new rules apply as of Jan. 1 in provinces and municipalities that bar short-term rentals, and affect deductions such as interest expenses, the federal government said in its fall economic statement. In Montréal, Toronto and Vancouver alone, an estimated 18,900 homes were being used as short-term rental properties in 2020, the report added, noting that the number "has almost surely increased in recent years." Starting in 2024, the government will spend C$50 million ($36 million) over three years to enable municipal enforcement of restrictions on short-term rentals. Gabriel Giguère, public policy analyst at Montreal Economic Institute, criticized the government's decision to modify the tax treatment of the expenses of owners of short-term rental apartments.

Airbnb acquires AI startup GamePlanner.AI

The startup will add to Airbnb's existing set of AI technologies that include large language models, computer vision models and machine learning. "AI will rapidly alter our world more than any other technology in our lifetime," Airbnb CEO Brian Chesky said in the statement. Other travel companies, including Booking.com and Expedia have also made efforts to integrate AI to their existing technologies in an attempt to enhance customer-booking experiences and create more suitable itineraries and suggestions.

Italy's Guardia di Finanza tax police alleged in June 2021 that Booking.com evaded 153 million euros of value added tax (VAT) in connection with holiday rentals from 2013 to 2019. Last November, Dutch magistrates accepted a European investigation order (OIE) sent by Italy allowing Italian prosecutors to question two former Booking.com chief financial officers as part of the investigation. Private accommodation sites which are not professionally run often have no VAT number, and Italian tax authorities believe the online travel agency should in such cases act as a withholding agent, collecting tax. In another similar case involving a company's responsibility to collect tax on behalf of tax authorities, an Italian judge on Monday seized 780 million euros from short-term rentals platform Airbnb (ABNB.O).

The rules for short-term accommodation rental services, proposed by the European Commission last year, aimed to tackle the patchwork of different national laws across the 27-country zone regulating Airbnb and similar companies. Officials from EU countries and EU lawmakers will meet to thrash out the final details of the rules on Nov. 15, according to the Parliament agenda. Airbnb said EU-wide rules would be a watershed moment for short-term rental companies. Paris, Venice, Barcelona and other places popular with tourists blame Airbnb for aggravating housing shortages by pushing out lower-income residents.

Rome CNN —Italian tax authorities are poised to seize some €779 million ($836 million) from Airbnb as a result of its alleged failure to pay taxes owed by landlords using the platform. Prosecutor Marcello Viola told Italian reporters Monday that three people who were administrators for Airbnb in Italy also face unpaid tax charges. A spokesperson for Airbnb told CNN Tuesday: “Airbnb Ireland has been in active discussions with the Italian tax agency since June 2023 to resolve this matter. In 2017, Google, owned by Alphabet (GOOGL), agreed to pay Italy €306 million ($327 million) to cover taxes for the years 2009 to 2015. And in 2015, the country worked out a similar unpaid tax deal with Apple (AAPL) worth €318 million ($340 million).

The probe concerns Airbnb's (ABNB.O) alleged failure to withold 21% of landlords' rental income and pay it to Italian tax authorities, as required by a 2017 law, prosecutors in the northern Italian city said in a statement. Airbnb's Italian press office did not immediately reply to a request for comment. Prime Minister Giorgia Meloni's administration is meanwhile planning a crackdown on tax cheating on short-term rentals, and wants to raise taxes from 21% to 26% for owners of multiple short-term rental properties.
